Perhaps they could even take it a step further and even release the current Altera design tools as open source since Intel isn't going to make an appreciable amount of revenue on those tools anyway (compared to Intel's bottom line the tool revenues from selling Altera design tools would be a tiny drop in the bucket). This would allow 3rd parties to develop tools to target Altera FPGAs which should be a net plus for Intel's plans for Altera in the datacenter.

If Intel wants to make it easy for software devs to "write code" to target Altera FPGA fabrics it seems like it would make sense for Intel to open up and actually publish as much data as possible about bitfile formats as well as opening up the tool chain.
